Sorry, potamus, I don't have time to fill it all in either (and too much extraneous data, you need to study survey design!)

But from my own personal experience (many years of restricting underpants; average erect, small flaccid), I suspect that tight clothing (outer as well as inner!) will affect flaccid size because the penis doesn't get so used to hanging freely and spends more time pressed into its "shrivelled" state. I also doubt there's any significant effect on erect size, I think I'd be no bigger now if I'd worn an unaccompanied kilt all those years.
